This downgrade patch allows you to go back to version v1.0.4.0 of GTA IV. Apparently this is considered the best version which is best optimized and the least buggy and graphics closer to the Xbox 360 version.

This plugin has been floating around for a while now but I never actually properly released it, while originally a version of XLivelessAddon that works with GFWL, it now aims to fix & improve various things in GTA IV, such as restoring vehicle shadows in the Booth Tunnel and heli spotlights, removing the mod-only lobby seperation from 1.0.7.0, fixing VRAM issues on patch 7 and below, and removing the requirement to log into Social Club to play Multiplayer.

It's probably just a purely visual issue, also you can't play with patch 6+ players if you're using patch 4 so I'd recommend upgrading or keeping a patch 6, 7 or 8 copy if you actually want to find people
In the case of GTA IV, it does not seem that there is any intention to patch the game online, so this update remains somewhat of a mystery. If Rockstar Games releases official patch notes, we will update this article accordingly.
The tenth anniversary of the original console release of Grand Theft Auto IV is coming up on April 29th. Rockstar will be helping the fans celebrate this momentous occasion by removing most of the licensed songs in the game with a mandatory patch.
A large patch is expected to be launched for all versions of Grand Theft Auto that will disable access to most of the licensed tracks in the game. It's unknown if these tracks will be replaced with generic music or if the radio stations will just have a lot less material to cycle through.
The best way to avoid losing access to the songs is preventing the game from updating. The patch will likely be necessary in order to be able to play the online modes in Grand Theft Auto IV, so you would have to be fine with never playing the multiplayer modes again if you want to keep the music tracks.
Somebody correct me if I'm wrong (by the time I bought my first-ever PS3 last year, trophies were already mandatory), but I think trophies aren't retroactive for games that got released without them and received a trophy patch. In other words, you will need to start a new game with trophies enabled and go for that 100% again. Which, if you enjoy your GTA, shouldn't be that bad.
The patch, called iCEnhancer 1.2 adds a number of shader and lighting effects to the game. That in itself might not sound remarkable but check out the demo video below to see the huge difference it makes.
